Military ticket

I got my first military installation ticket today. *sigh*
On the positive side, I don't have to pay any money. The military uses a kind of demerit system -- X number of demerits and you lose your on-post driving privileges -- and this was only my first offense.
Still, I find it frustrating that the "Men and Equipment Working" 24 kph (15 mph) speed limit limit still applies on Sundays when there's no men or equipment at work. I've seen the MPs camped out in this spot before, but with no one around, got a little careless and was doing a full 22 mph -- a whopping 7 mph over the limit.

I'm all for law enforcement, except when it comes to my petty violations.

Do civilians need to be punished for getting such a ticket

Do civilians "need" to be punished? I'm not sure. I was active duty at the time. I'm sure that -- if someone were to accumulate a bunch of them -- their command chain would take a keener interest, though.
