One time state budget cure irresponsible

As the end of the fiscal year nears, the state is trying to push paycheck payments to the month of July. According to State Budget Director Earl Anzai, this would produce a one-time savings of $51 million for the 1997-98 fiscal year.

The University of Hawai`i Professional Assembly, the representative body for UH faculty, is seeking an injunction against this action, and is pushing for its $7 million worth of paychecks to be paid by the end of the month.

Despite the fact that the postponement would help the state in its current budget difficulties, it is a fundamentally imprudent decision.

Not only could it lead to further irresponsibility, it might increase the state budgeting office's dependence upon financial legerdemain to attain a more balanced budget.

Besides, this is merely a short-term solution to a long-term problem, with no foreseeable reversal. UHPA contends that the state's financial maneuvering is unconstitutional, and reasonably so. the state is trying to unilaterally change the terms of its contracts with UH faculty.

No company that truly valued its workers' loyalty would do such a thing. The state is doing nothing less than abusing its position as employer by trying to brush aside its contractual obligations.
