Where "freedom from fear" permits infringement

The Second Amendment says the right to bear arms "...shall not be infringed." And yet, the U.S. Army forbids firearms in its commissaries. In other words, despite having regular training and familiarity with firearms, military personnel enjoy the right to shop free from fear of others who, like them, know how to handle a weapon. Nevertheless, this kind of "Freedom from Fear" remains elusive in the civilian world. Ironically, outside of military bases the right to carry your weapon trumps others' right to be free from fear.

I wonder how Norman Rockwell would feel.
