Contract requirements

Here's how I think this went down:

The contract says you have to install equal numbers of sinks and soap dispensers, but doesn't stipulate how close the dispensers have to be to the sink.

So, the guy at sink #1 gets the high honor of two dispensers, while the guy at sink #2 has to step around him to get his soap. It's not exactly a Six Sigma-level kind of layout, but it meets the standards in the performance work statement.
