Policy, implementation, and enforcement

It's fine to have a policy, but when it's not implemented, and only enforced after things go wrong, that's a poor organizational culture. Take Wiesbaden's shuttle bus policy, for example. The way things really work is differet than the policy. There's no ID check, no one uses the red button (the bus stops at every scheduled stop anyway), and no one uses a seatbelt. In fact, when all the seats are full, those who have to stand don't even have that option.

One way or another, something has to give. Either change the policy to match reality, or enforce the policy so that practice meets the standard. The only other alternative is a cynical acceptance of negligence.
